In order to understand whether the CE certification is needed for the security camera, we need to first understand what is the certification is all about.
CE Certification: The letters CE are the abbreviation of French phrase "Conformité Européene" which means "European Conformity". The mark on the product specifies that the product complies with the necessary requirements of relevant European health, safety and environmental protection legislation.
The certification is needed if the product is to be sold in the European Union or EU. But it is not necessary to have the mark on all the products that are to be sold and not all countries are participating in the certification.

First, If you intend to sell the product locally or any country other than listed above then you do not need the certification.
Secondly, let us check whether the security camera falls in the range or not. Out of the list, we can go through further details of Electrical equipment and Personal protective equipment.
Low voltage Electrical equipment: The category further describes the scope. The products that require voltage ranging between 50 and 1000 V for alternating current (A.C.) and between 75 and 1500 V for direct current (D.C.) falls under the category. Personal protective equipment: It states that any device designed to be worn or held by an individual for protection against one or more health and safety hazards.

If we look into the details deeply then we can discover that security cameras do not fall in any of the categories. As they are neither handheld or worn nor do they consume the specified power load.
Now, before you look ahead for the certifications it is advisable to understand what does they mean and whether they are relevant to the product or not.
